1. Who We Are

HLP Data ("we", "us", or "our") is an independent data provider operated by Lê Phước Hưng in Ho Chi Minh City, Vietnam. We sell dated snapshot datasets built from public websites and official statistics, a monthly report, and custom data feeds.

2. Public Data Only

We collect information that any visitor can see on a website without an account, and official statistics published as open data. We do not:

Bypass paywalls or subscription gates.
Log in with user accounts or collect data that is only shown after a login.
Use leaked, private or confidential databases.

Our files describe properties, products and places, not people. Contact fields published with listings (agency names, phone numbers, email addresses) are removed from every file we sell.

Free-text fields, such as listing descriptions, are kept as the advertiser published them. If you find personal data in one of our files, write to [email protected] and we will remove it from that file and from later deliveries. How we handle the data of our own customers is described in the privacy policy.

4. How We Collect

Rate limits: requests are capped per website and per network route, so a site receives no more than a set number of requests per minute from us.
Automatic pauses: when a site refuses requests (HTTP 403 or 429), collection from that site stops automatically, for 5 minutes at first and up to 24 hours if refusals continue.
No changes to the sites we read: we do not inject scripts or trackers into the websites we collect from.

5. Licences by Product

The licence depends on the type of product you buy. The product page states which type applies.

Scraped snapshot datasets (data collected from public websites, e.g. Rightmove UK, Idealista Portugal, Continente): delivered for the purchaser’s internal market intelligence, research, benchmarking and analytical use. Redistribution, resale or re-licensing of the data requires a separate written agreement with us.
Official-statistics products (e.g. Portugal Area Intelligence): derived from Statistics Portugal (INE) data published under CC BY 4.0 and Direção-Geral do Território (DGT) CAOP data published under CC BY. You may use the data internally and you may redistribute work derived from it, including commercially, provided you keep the source credits listed in the ATTRIBUTION.txt file included in the download (also shown under “Sources & licences” on the product page) and indicate that the information was modified.
Custom feeds: scope, delivery, refresh frequency and usage rights are set in the written quote or agreement for that feed.

6. Refunds

Datasets sold on this site are digital downloads. If a file is defective or materially different from its description on the product page, contact [email protected] within 14 days of purchase with your order details, and we will provide a replacement file or a refund.

7. Subscriptions

The Portugal Retail Brand Report is sold as a monthly subscription billed through PayPal. The price, the currency and any free first period are those shown on the report’s page at the time you subscribe.

Billing: PayPal charges the plan price every month until the subscription is cancelled. We never receive your card details.
Free first month: where the plan has one, the first charge is made at the start of the second month. If you cancel before then, you are not charged.
Delivery: within one business day of subscribing we email the current edition to the address on your PayPal account, and each new edition on the day it is published. There is at least one edition in every calendar month; if a month you paid for has none, that month’s payment is refunded.
Cancellation: you can cancel at any time in your PayPal account (under automatic payments) or by writing to [email protected]. Cancelling stops all future charges; the editions already delivered remain licensed to you.
Refunds: if the report is materially different from its description, write to us within 14 days of your first payment and that payment is refunded. Payments for months in which an edition was delivered are otherwise not refunded.
Licence: each edition is for the internal use of the subscribing organisation. A trade association may pass the report and its table to its member companies. The product-level data file may not be resold or published. Figures may be quoted with the credit “Source: HLP Data (hlpdata.com)”.
Price changes: if the price of a plan changes, subscribers are told by email at least 30 days before the new price applies and can cancel first.
